Here's a wild guess… Because:
"Mute On" is actually "Volume = 0" and
"Mute Off" is actually "Volume = return to the previous setting"
In other words, there is no actual "Mute". It's only a shortcut label for convenience. Think about it. How else would you implement it? There's nothing like a hardware switch to turn on or off that exists in addition to a volume "fader".
